SOURCE: rca F32649 32"

I had the same problem and eventually found the solution. the tact switches behind the front panel buttons will leak when they get old causing them to activate on their own. your channel up or down button is stuck on. take off the back cover and you will see a small clip in circuit board behind the front panel. take out the board and remove the channel up or down switch and your set should work fine again. the remote will still work fine for changing the channels.

SOURCE: Channels keep scrolling

Check for a channel button on the front of the set.. one of them is sticking. Try spraying some WD40 around the front buttons and work each one to make sure none are sticking in..

Have you tried to unplug the TV set for a half hour or so? If not see if that helps reset the set. If that does not work, make sure that none of the front panel channels buttons on the front of the TV set is not pushed in and stuck. Or if all this is checked and the TV set still scrolls, there is a problem in the remote sensor, or the front panel board will need to be replaced. Good Luck

Scrolling

Sounds like it has one of two problems first one could be a stuck button. The micro locks up and the set wont come on also could be causing the channel scrolling run you finger along the channel buttons. Other than that you would need a new signal board you have a locked up micro...this part will be No longer Available.
