An assortment of things could be causing low rpm's. If the machine is older, remove and check the muffler and exhaust port for carbon buildup. If the machine is only 2-4 years old, say, it probably needs a gasket and diaphragm kit (inexpensive) installed to restore the functionality of the carburetor. The ethanol present in todays gas, quickly ruins and dries out fuel lines and sensitive parts in the carb. Also, an important thing to check is the condition of the in-tank fuel filter and all fuel lines and primer bulbs. Post back after checking. Sorry for the late reply!
