Just visit http://gmail.com and click on the "create an account" button at the top right of the screen. Fill out the details and you will have a new Gmail account.

You need to check the website and there might be server problem also.

You mentioned that you have created a new Facebook account using the same email address from your first Facebook account.
Sir, I just want to know if you have used your new account to log in on different sites that you use to visit? If yes, I would suggest visiting every possible sites that you have linked with it and close that account too. Cause every time you will be log-in those sites your new Facebook account will be reinstated.
In case you sir, you have not use it to other sites, You will have to close this new account and need not to access your Facebook with the same email address you use with your first Facebook account. It is going to take you 15 days before it finally deleted. REMEMBER: don't access your Facebook account, cause if you do it will be reinstated, no matter what you use to sign, old or new account.
