Most Larger water heaters are 220 volt ac single phase. This means you need 3 wires, two hot wires one neutral or ground. You will need to come from the breaker box off of a dual breaker of 30 amps or better. See the manual with the new heater. In your breaker box you have two sides or in coming service. The right side and the left each side is hot 110volts ac. you need to pull one leg (hot) from each side into the dual breaker out to the heater connections. The ground or neutral wire is un-insulated copper. Run these wires out to the heater. One black hot at 110 vac, one white hot at 110 vac and one plain copper ground.

Can I install a 19 gallon hot water tank to a 120 volt breaker?

Anon, It would only work if that was meant to be hooked up that way. Check the specifications in the manual or the plate on the heater itself. Check the attached links, instruction and guides, 1st link shows typical wire hook up on both 120 and 240 v. Good luck .

Is a 80 gallon hot water heater legal for a 7 apt. building?

You probably need commercial 150gallon gas water heater.
Or three 80 gallon tanks, depending on number of people.

80 gallon residential gas heater is rated for low-demand 6-8 person household.
80 gallon residential electric is rated for low-demand 5 person household

80 gallon is not correct for 14-28 people in 7 apartments

Burnt out element

Are you sure its burnt out? Most of the time its the thermostat. If its burnt out then just change the element. To do that all ya do is shut off the power to the heater drain the tank unhook the two wires on the element and unscrew the element and replace it with a new one. You can get new ones at lowes or home depot. Its usually the bottom that goes out first.

Rheem 50 gallon Pro52-2 has EF .95, which makes it ordinary 240Volt 4500 watt non-simultaneous electric water heater that produces about 21 gallons hot water per hour, with 67 gallon first hour delivery.

Anode rod is located on top in separate port.
Anode keeps tank from rusting.

Year of Rheem water heater manufacture shows 3rd and 4th digit of serial number.

My family is moving in...how do i increase hot water availability?

large water heater, turn p the themo stat to a higher setting ( watch for burns with young childern and older folks)

or the best install a tempering valve. this valve mixs hot water with cold water before it goes into the building.

Again if you have young ones or old people they can burn faster than any other group.the best is a larger heater for the DIY person.

Thanks Tom

Where are the heating elements on an 80 gallon electric water heater? Model number : E 2 F8 0 H D 0 4 5 V

I don't know that model number.
Tank-type water heater elements are located behind panels on side of tank.

Open following link to help troubleshoot electric water heater problems:
http://waterheatertimer.org/How-to-troubleshoot-electric-water-heater.html

The water heater label also shows element wattage, brand, voltage, serial number, and type of operation.
For example 5500W elements, non-simultaneous, 240V are typical ratings found on water heater.
5500 Watt would be replacement element size.
Non-simultaneous would indicate that both upper and lower element are not turned ON at same time.
240Volt is typical voltage for water heaters.
Serial number carries date-of-manufacture, based on brand.

Is 30a sufficient for a 80 gallon electric hw heater

The wattage of the heating elements will determine the amperage you need. Take the total wattage of all the elements and divide it by the voltage you are using (probably 220). That will give you the amperage. Example: 4400 watts divided by 220 volts equals 20 amps.
