What kind of phone do you have?
Call barring is usually a setting that can be set in the phone. If you didn't set it, then somebody else maybe did it, or you did it unintentionally.
Sometimes, call barring can be set by your Mobile Operator, like when you are in roaming, or when you exceeded your calling or data plan, etc.
Presuming it is not a mobile company barring, it is an easy setting to change.
go to your phone settings, then call settings, then call barring, and clear the barring setting.
This is where normaly this function would be. It might be lightly different at different phones, but you should be able to find it following there instructions.
If you provide your phone model, I'd be happy to provide the exact steps in the process.
If you don't manage to clear the barring setting, make sure you call your mobile operator and make sure that it didn't come from them.
