Difference between 4cm and 1.2 cm speed is just like SP and LP speed in VCR etc. 1.2 cm speed selection will give you more recording time on same cassette.
VOR stand for Voice Operated Recording, if you enable this vor option, tape starts recording only at that time when sense any voice and will remain Pause if there is silence.
This option will also give you more recording time at same cassette by skipping empty space.

My Sony Microcassette-corder M-10 has a constant high 'beep' while playing, so i can't hear any recording. What could this be?

You could try cleaning the the head. It is a small square shaped box that the tape runs across. Clean with rubbing alcohol on a cotton swab

Cleaning and demagnetizing recording head on microcassette transcriber machine

You no longer need to demagnetize heads they aren't the same inductive materials they used to be. To clean you just need alcohol and a cotton swab. Clean head and capstan roller and capstan.

Tape is playing back in fast forward only

Hello,

It is possible the tape loaded on the wrong side of the drive. If you romove the tape, look for slack and tighten up, try it again or another tape. Otherwise it is likely that a spring for the pressure roller is off or broken. This is not easially repairable.
