Flip the saw upside down ,and loosen the bolt on the bottom. Now blow the sawdust out.

I have a new 7/1-4 ryobi battery operated mitre saw all my batteries are new and run all my tools perfect, but on the mitre saw has only slight power but cant cut anything

make sure you are getting good connection to the battery for that tool. Is the blade reasonably sharp? YOu don't say what voltage but those saws aren't that torquey anyway. Sounds like a problem with that particular tool.

The tube that is directly behind the saw blade if full of splinters or sawdust. Remove the debris AFTER unplugging the cord.

Ryobi compound mitre saw sliding 10" laser line is 1.5 mm out to the cut is there any way to adjust it

rotating the laser in its' housing moves it left and right. The hexagonal bolt on the sides needs to be loosened to do this, then it can also be adjusted up and down. Make sure the trigger to the saw is locked before doing this.

Don't ever assume that the markings on the angle setting are correct and accurate. Always check squareness with a square before you use a miter saw. With almost all brands of power tools being built overseas nowadays there is unfortunately a question of accuracy on most brands. Always check.
