My windows xp sp2 changes date and time every start up or login. it has a start up file "msnmgnr". every time i delete the start up file it comes back. also every time a usb is inserted it changes date and time.

It appears that you have the wrong time zone setup. Right click on the time in the taskbar, select Adjust Date/Time.

Looks like previously your system invoked strtdb80.exe automatically during startup. But now , since you have formated and installed new operating system, the file got deleted. May be that file was a virus component, dont worry for it. And If you want to get rid of the error message, you can go for a PC tuning tool like Tune up Utilities. This tool will defragment the registry and resolve all problem.
Do system restore to restore acer crystal eye webcam. Restore it to the date when it was still working in your computer. System restore won't delete any files that you have saved in the computer but it will affect the software. It will restore it to a certain date.
Here's what you are going to do:
1. If you are using windows 7, go to the search. Type system restore. (You can find system restore by going to start>programs>accessories>system tools>system restore)
2. Select a restore point. There are dates which are listed in a box. Select the date which you think was the time when the webcam was still there.

This issue occurs because the Wups2.dll file that is included in the latest version of Windows Update is not installed correctly.
For scenario 1, the registry entries that correspond to the Wups2.dll file are missing after the repair install of Windows XP. The release version of Windows XP does not contain the Windows Update software.
For scenario 2, the registry entries that correspond to Windows Update are changed back to the Windows XP SP2 version if you did not restart the computer before you install Windows XP SP3. The registry entries for the Wups2.dll file are changed to pointing to the Wups.dll file that is included in the release version of Windows XP SP2.

First, I'd go to Microsoft update, up date to service pack 3.

While booting, after the post report (Beep) press the F8 key several times. You should get a black screen white writing offering several boot options. Choose the "safe mode".
This will load a stripped out version of windows. Once loaded, Click on
Start - All programmes - Accessories - System tools - System restore - Choose a restore date prior to when your problems started. Just choose a date, hit ok then wait.
If that doesn't work, you're probably looking at a re-installation of windows. That cleans every thing off you computer so back up any data files you need to keep first.

delete config.xml
Do not just install "over" the old version quite often some files are not updated correct and get corrupt.
You can find Config.xml at:
Open Windows explorer select "show hidden files" in folder options
Paste or type %AppData%Skype in Windows or IE address bar.
Once you have found your Skype folder open your Skype username folder and look for the config.xml file.
delete config.xml any changes manually edited in this config.xml will be lost
exit Skype first
This config.xml will be rebuilt without any data loss, but hopefully error free, with next start of Skype. Once you login again Skype will rebuild you config.xml file and download all you contacts.
*Start->Run->Services.msc and see if any Oracle services are
running then disable it. Then find and delete the services entry from
registry:
HKEY_LOCAL_MACHINE/SYSTEM/CurrentControlSet/Services
