The batteries charged fine last month. For some reason when we need it this month the batteries won't charge. The ammeter never registers above 0 after charging. The power lights will come on but when removed from the charger the chair won't turn on.
Any ideas why it quit? where I can find a repair?
You can find the Fuse behind the foot rest. Take the pin located under the foot rest, and the casing will come off exposing the fuse.
There is a 50 amp fuse on the bottom left as you face the chair. It is covered with a soft plastic white cap that comes off easily. You may test it with a continuity tester. Good Luck!
Check the fuses may have a Blown fuse

Indeed, you need to find a repair shop. Try a google search for power chair repair, or ask your local hospital or if you can find one a power chair store. Most likely, you have a mechanical failure of the wiring, the battery themselves, or corrosion on the battery posts. Since the chair lights up when the charger is in, it is unlikely that the charger is broken. You may have a failure of the controller board, but that is also unlikely. And batteries do not usually suddenly fail completely; they typically fail slowly, losing the ability to completely charge.
I assume that you did not see a great deal of fluid leaking out of the battery container; you might look in the container and check to see if a battery is cracked or missing fluid.
