My dell studio 1555 is not reading cd's except it makes a weird noise and the cd becomes lodged in the drive . after some prying its possible to pull it out

Hello,
First off, you might need your windows operating system disc. 1. Turn on your laptop 2. Start tapping on F2 once you see the Dell Logo 3. Once your inside BIOS go to Boot options or Boot menu 4. Change the boot priority, make the CD the top priority. 5. Once you're done with step 5, insert the operating system disc into your CD/DVD drive 6. Press F10 (Save and Exit). The laptop will then restart. 7. Check if it will boot from the OS disc, if it does, then there's no problem with your optical drive. If it did not boot from the operating system disc, then there's a big chance that your CD/DVD drive is already broken.
Note : if you're not satisfied with the steps above, you might want to try 2 operating system discs. You don't have to install them on the laptop, we just need to use it to verify if the CD/DVD drive is already broken and needs to be replaced.
With my experience as a technical support, usually this kinds of symptoms(the things that you mentioned) says that the DVD drive is already broken or defective.

Dell studio 1555 doesn't read DVD or CD , when I insert CD / DVD it looks like it is reading the media but when I click on Drive icon, it ejects the media.

First reinstall the DVD driver to see if the DVD drive works.
If not then -
Try removing the DVD drive and inserting it back to make sure it properly connected then boot up the laptop and go into the BIOS and see it the DVD drive is detected, if the DVD drive is not detected then the DVD drive is faulty and needs to be replaced.

Possible that the memory is faulty or the hard disc has errors. You will need to take Help from DELL support before any action is taken specially for estimate.

I have Dell Studio 1555, Vista but later intalled XP on drive D, I have problem my CD/DVD drive does not read the Data, CD does not revolve in high speed make the tak tak sound as it try to read bit after...

Your message indicates that Pxe Boot is enabled (boot from lan card), go to bios settings and from the list of first boot options, please select the hard disk (hdd) or Cd-rom as the first boot device, reboot your system and check whether this helps or not.
It is also necessary to disconnect and reconnect your dvd/cd rom's power cable and data cable.
If you don't know how to do, then just reset the bios settings to "load default" ...

Most likely the hard drive actuator arm. Some harddrives sound like a gurgle when they're running.

When i put a cd in it tries to spin but makes scraping noises and then ejects the disk

This is usually a sign that the cd drive has failed..

The only other things it could be are, something has lodged itself inside the cd tray.

Or the lens has become extremely dirty.

You could try running a lens cleaning disk through the drive, after blowing it out with a can of compressed air, and it may help..

but more then likely its just a bad disk.

if it is new I suggest that you call Dell Customer support.  It is Free and they are very good.
