Here is a link to an Owner's Manual for a Haier 45 pint dehumidifier. Not sure if yours exactly like it or not, as you didn't mention a model number. You can download and print the manual for future reference.

What are the recommended settings as far as % of humidity and room temperature? Does this set automatically?

Humidity is said to be good at 50% RH and temerature at 77*F. Air looses humidity when it is heated or cooled. Extremely humid conditionals it difficult for air conditioners to cool the air.
The temperature to be comfortable in varies from person to person.

I cant change humidity levels

Hi Ra Ma,
After you have set the desired humidity, the readout will display the actual room humidity. It has a built in hygrometer which will be on the display while it is running.
You change it and it shows the actual levels.

If you have an LED screen on your unit, lower (arrow down) the humidity extraction level to 35 - 40%. If you have an analog unit, turn the humidity extraction knob to Maximum (which should be clockwise).

My Danby DDR583R dehumidifier no longer dehumidifies unless I set the humidistat to the lowest, constant run setting--then the compressor kicks on. The humidity reading says 14% which I know to be...

There are a several things that can mimic a faulty humidity sensor.

1. The air intake filter is clogged and needs to be removed and cleaned.

2. The coiling coils need to be cleaned.

3. Ambient air temperature at floor level is between 40 - 60 degrees.
dehumidifiers do not work well between those temperatures
(Unless, you have a Low Temp Unit). This applies mainly to
where the air temperature at floor level is colder than at shoulder
level
in basement applications. Raising the unit up off the floor,
onto a sturdy table, counter top, etc, that can handle the weight
of the unit, plus a full tank of water, will usually resolve this
problem.

If the above fails to help solve the problem, replacing the Humidity Sensor is certainly an option. But, before you jump into it, make sure you have an accurate wiring diagram, so you know which sensor is which. As the part does not come with installation instructions.

On a dehumidifer, you set the relative humidity, not temperature. Normally the humidity should be set within 40 to 60 percent humidity.

What is the proper setting for the Temp &Humidity?

Set the temp level at whatever point your home's temperature is now. Lower the humidity level to 35%. If you don't have an LED screen on your unit, set the manual control to maximum.This way, you will extract the maximum amount of humidity and make your home more comfortable.

Nicole, some of the packing material may have gotten into the drain tubing or hole and clogged it. Remove the water reservoir and look for a vinyl tube or drain hole in the cavity that the "bucket" came out of. If you can see anything blocking it, carefully remove it. I don't think at this point anything would have gotten any further down the drain tubing. Since this a brand new unit, consult your Owners Manual for directions on how to Troubleshoot this problem. If that fails, it's under warranty. Contact the manufacturer as directed in the Owners Manual.

What is the right temperature setting when the room has a lot of water?

You can't control the temperature setting but you can control the humidity level. I would start somewhere between 35 and 40%- making sure to empty the dehumidifier promptly when full. 40% humidity will prevent mold and mildew growth- and that musty smell- but keep the room from becoming too dry.

Frigidare Dehumidifier will not turn off

Pressure and temperature is directly related with refrigerants in the system. Ice building on part of the coils shows that the pressure inside the system is low and the system has lost some of its charge. Very low humidity with a low ambient temperature will also cause such a problem.
