You can do that by logging on to your paypal account.
Go to the transaction that you made with the purchase that you are not happy about.
Then on the lower part of that transaction you will see this:
"You can report a transaction problem in the Resolution Center within 45
days of this payment. Have a problem with this transaction?
Click here to resolve"
Click the "Click here to resolve" link.
Choose "Item dispute" then click continue.
Then you need to choose the reasons why you are disputing.
Paypal will review it and will decide if you are eligible for a dispute.
