I would replace the cold water inlet valve at the rear of the washer (pull the washer away from the wall), it is easy to do and the part is less than $20.00
Open the top of the machine (look behind the top for several screws to remove) and slide it back to release from the cabinet. This should give you access to the screws that hold the vane in place. Hope this helps!

Sounds like you have a bad water pump. Remove the hose going into the water pump and coming out of the pump and the pump should pull directly off the shaft check to make sure it spins freely.
Took off the front panel, opened up the hoses to the pump, found a small metal magnet from my son's pocket that had been stuck in the pump. Once it was removed, the washer worked just fine.
