Black horizontal lines are almost always (90+) of the time caused by a bad panel. Do this...unhook the 2 ribbon cables that go from the tcon board to the panel, release the tabs but leave them sitting in the connector, now move the left one around (from back of set), do you see some flashing on the screen?...if so its the timing board if not its the panel.

In most cases, the main board might have to be replaced. If so, a software [firmware] update too might be necessary.
