There are a number of things that can cause this.
If you have a compact flourescent lamp in the room, this can cause some models of TV sets to go nuts, or not respond to the remote. These compact flourescent lamps use a frequency band that is close to the data carrier freqency of the remote.

The other thing that can be wrong is there may be a fault in the keypad assembly on the TV set, or a fault condition with the uPC.
