is not consumer product
and has BUSINESS Grade , password protection
most need a chip changed out, (by design)
imagine you are CEO of say GM. (full of SECRETS !)
and lost your laptop or was stolen.? stuff happens, right?

answer is NO, and is part of the reason PROBOOKS cost more.
for SECURITY at this level. (its in silicon this hidden pw , fixed)
but do call HP and ask, never forget to ask the maker direct

I own an ELITE book and is same deal, (check the new sales prices, see that large price and read the security pages there, yah)
never ever turn on bios password, and lose the PW, write it down for gosh sakes and put the paper in your BIBLE or what eva.
use the cheap notebooks are easy to hack, and all have a back door, yes, but that is what you get for cheap , ALL THAT.

As a laptop repair tech I often get HP notebooks with an unknown bios password and I use http://www.unlockbiosrecovery.com/Unlock_HP-Compaq_HDD.php to get the bios master password for that HP notebook. They make it easy showing you what information they need to calculate your bios master password which deletes any current bios password. The 6930p uses the HP Sparekey method of password recovery. The owner sets a password and then completes hints to retrieve it in case it is lost.
They can also register the password with HP and upon providing proper proof of ownership, HP will provide the password the owner registered with HP.
So, if a person can't remember the password or the password hints, they can get it from HP.
If the password wasn't registered, or you are not the original owner, there is nothing you can do to retrieve the password, or clear it.
You will need a new motherboard, or you can strip the notebook for parts (except for the motherboard, which is useless as it is).
Last but not least you can install the Operating System again and this will by pass the Windows password. That would be my option instead of using the computer for a door jam or throwing it out. Just get a System restore disk or another Operating System disk upgrade to Win 7 good software for a laptop.
