I have a kenmore gas range. The top burners work but neither the broiler nor the bake burner work. I do not see the ignitor glowing for the broiler. How can I test to make sure it is the ignitor and not a circuit problem?

The problem beleive it or not is that the bake ignitor is weak ,and it is not drawing the proper amprage to open the gas valve.If you have a amp meter access the wires to the bake ignitor(usually behind the storage drawer) and check for 3.3-3.6 amps when set to bake ignitor by clamping the meter around ONE wire wire of ignitor make sure only one wire,either one and not both. if amp draw less than that replace bake ignitor. If you dont have amp meter take my word for it since in my 30 years appliance repair career i have when the ignitor comes on, that it's weak, to be the problem 100% of the time
If the broiler burner is not coming on it may be a bad ignitor or the ignitor may not be getting power. Observe the ignitor when you turn in on ans see if it glows at all. If not then test for power to the ignitor if you have power and not glowing or lighting replace the ignitor. If it glows but does not light the ignitor may just be weak replace it.
SOUNDS LIKE A IGNITOR PROBLEM IF ITS A GAS MODEL.YOU NEED TO ACCESS THE BAKE BURNER IF THE IGNITOR GLOWS IT COULD BE WEAK IF NOT GLOWING IT COULD BE BURNT OUT.GOOD LUCK!

I'll start by saying this may sound odd considering the info you provided, "ignitor glows...". It is actually the ignitor you'll need to replace. Being that I do service for sears I've replaced numerous ignitor's, both bake & broil, but bake being most common as it is typically used more frequently.
I'll try to explain...
The simpliest way to put it is this, the hot surface ignitors function like a large resistor. As the ignitor glows it reaches a value to allow the gas valve to open and lite the burner. If the ignitor is even slightly worn/off it won't ignite the burner, hence it need's to be replaced.

Most likely a hot-surface ignitor has failed. If it doesn't consume enough current, the gas valve won't open. It's usually a fairly easy fix, once you gain access to the ignitor and have a new one to replace it with. Make sure you unplug the range...
I am not sure what model or make you have to be precise but replacing the oven ignitor is relatively simple. Gain access to the bake burner area. There are two mounting screws which secure the old ignitor to the bake burner. Remove these screws and then follow the wires to their respective connections. Make the connection change and mount your new ignitor. If I can help further, I am here...
bad oven ignitor is the most common cause of bake failure, located onthe side of hte burner bar itself, if youd like with a multi-meter, you can check the wires leading to the ignitor for 110v. if you have power and nothing was glowing from ignitor theres your problem
I have a Jenn-air stove model # JGS8750BDS in the oven when I call for bake the ignitor come on and glow then the gas come on but the burner want light but I smell the gas what is the problem
Does the bottom ignito glow when the "bake" option is selected? If not, replace the ignitor. Even if it glows, it may not be achieving the electrical resistance value needed by the safety valve to open thus allowing the gas to flow to the burner.
