Hello,
Try doing a hard reset by holding down the home button and the sleep/wake button until you see the apple logo. If the screen continues to flash it is most likely a hardware problem and you should contact Apple to replace the device.

Turn on voice over and push the on and off button till a apple flashes it's should have a loading sign on it I it keeps doing it after that call apple and make an appoment

Ok, sounds like your iPad is frozen. This doesn't happen too often, but does happen occasionally. You need to properly restart your iPad, not just lock and unlock it. Follow these steps:
  1. Hold down the Sleep/Wake button AND the Home button at the same time, for at least 10 seconds
  2. The silver Apple logo will appear on the screen, and your iPad will reboot.

I have an iPad. I like to download "silverlight".

Both silverlight and IE are for Windows based computers only. You will not be able to install either of them on an iPad.
