I bought a DeLonghi PACC120E portable a/c with no manual. Also, how do I vent it? It did not come with the vent.

Go by a used dryer hose and hook it up to it.... then go to any home depot store near I u and ask for a piece of hard foam I can cut to the size of your window and get a dryer vent hole ( not sure what it is exactly called ...but it is a plastic round hole that vents the dryer hose outside) cut a hole in foam to fit the vent piece and connect dryer hose to it.... I bought a used one and it didn't come with the vent hose so this is how i improvised

All units of that sort come with a hose which goes on the back or the side, if you don't have this unit is useless

I bought a DeLonghi PACC120E portable a/c with no manual. The unit does not cool, and it dumps water. How do I get it to blow cool air?

I would drain the water out of the machine via the plug on the back once the unit is drained turn on, wait a few minutes. If compressor does not come on or comes on and does not cool, you need service beyond diy.

DeLonghi Pinguino PACL90 MODEL

For a short time you can run without filters. I suspect it is low on charge or the metering devise is not working. Check this link out for an owners manual. It may help you.
