Try removing the battery from th back.wait for like 5 minutes then restart the computer.
else try pressing F8 at the startup if you can go yo the advance boot options.
go to repair my computer..select the language then select the username and password..then in system reco ery optios try startup repair or system restore.
else go to safe mode with networking...there in command prompt type sfc /scannow if you have vista or 7..else if you have the xp in advance boot menu try last know good configuration.

if the above step is not working try to use the windows repair with the oprating system cd.
insert the cd in to thr cd rom, restart the computer
press F12 at the startup it will give you the boot sequence then select the cd
and if none of the things are working contact Toshiba..there might be a hardware issue
