Normally a webcam only turns on when there is an application that needs it. My first suggestion would be to ensure that you have a driver for the webcam. If you have not uninstalled anything since you bought the laptop, then you shouldn't have to worry.
This site (http://www.cameroid.com/snap.php) will let you take pictures with your webcam. Applications like Skype and Windows Live Messenger will also let you turn on your webcam.

it will turn on when you use an application that can use the webcam if you have software HP Webcam software, launch that, and then the camera should auto start
it should works automatically. If you go to my computer sometimes you'll find a WEBCAM icon: Double click to start your webcam.
In case that you dont have the drivers Go to this site : Choose Notebook/E/E627 to get your webcam drivers
if you dont have one already, you need to download a program from YAHOO, MSN, SKYPE, or any other video direct program that allows you to communicate using the webcam. if you need to know how to adjust and operate the webcam, see link below

Go to Control Panel and Click on Sounds, Click
on Audio, then Click on the Microphone. Then Click on the drop
down and select Camera Microphone.
Click OK and it should work.
