If it’s an iPhone? Do a hard re start on it! Press both home button & turn off & on switch at the same time. Wait till the screen goes black (it is now off). Wait for 5x mins or so, then turn it on as normal. This resets the software of the phone, but does not delete any of your data

If you are comfortable with opening devices you can take a multimeter to the battery. If the phone doesn't turn on if you battery has 3.7V or more you have a logic board issue. Oh, did you do a hard reset yet? Press menu and sleep/wake button together for 5 sec. If after all revival attempts you still don't get it to turn on It's usually an issue with the logic board, so ultimately if you want to resolve it, the logic board needs to be replaced. There are iPhone Repair guides that show you how.
It is possible that the internal power inverter on the circuit board is defective. This has to be checked by the service rep. If it is not a simple connection, the fix is to change the board.
