I want to buy an apple tv, but want to connect it to an old Mitsubishi WS-73907 that only has a VGA connection. Do I need a HDMI to VGS converter box, and if so, what kind should I get?

All depends on your computer. If it has HDMI out then connect it that way, otherwise use the 15 pin VGA connector. If its an Apple product it might have a display port that might require an adapter to convert to HDMI.
Of course the TV must have either HDMI or VGA inputs for this to work
You probably have to "tell" the TV to see the monitor. In other words, there might be a VCR/DVD/VGA(computer) setting/switch on the TV menu. The TV might not find the computer automatically like a monitor does. Good luck.
LOL, you're up the creek without a paddle unless you buy some type of Converter that goes between the laptop and the tv. They both have to have the same type of connection or you will need a converter to make it look like they have the same.
Does your Laptop have a VGA Connection, does the tv have a VGA connection, if so use it. Otherwise you're going to need some type of converter that will convert the vga signal/connection out of your laptop to a HDMI connection that the tv has.

Are you trying to connect this tv to an HD device like a satalite receiver or a cable box. If so you will need an HDMI cable which cose between $20- $60 and your cable or satalite received must be HD ready.
When you connect your tv to your mac, make sure the cables are plugged into the TV first, and then plug your mac into the computer.
But a vga to tv converted doesn't make much sense. Your connection should be mini-display from your mac, to an adapter to either VGA, DVI, or HDMI depending on your TV connection type.
