Look to see if the chain is looped over both the front sprocket
and the rear sprocket.
You need to tell us the make and model of the bike.
If it is new and doesn't work, the person who sold it to you
has to fix it or give your money back.
Not only do the pedals have to turn, they have to turn the crank
that they are attached to. That turns the sprocket gear which
moves the chain. The chain is attached to a sprocket gear in
the back which turns the rear wheel. The front wheel just
coasts along free.
The rear set of gears, called the "Freewheel" are shot, and need to be replaced. You can find another wheel, but this will probably prove to be difficult, or you can pay for a new freewheel or your bike shop may give you an old one for a discount.
