Sd-pex-vt4e4i windows 7 driver

Sybe makes your card. It was sold by many - including Newegg, here.
Here's Syba's support page for the SD-PEX-VT4E4I. It says no driver are needed, but only is supported up to Windows Vista. You want to contact support directly but I suspect this is End Of Life.
Good luck!

How to use/add sata on my mobo?

You need to add a controller card for SATA. These are not expensive. One you might consider is this:

Vantec UGT-ST200 Serial ATA PCI Host Card

It costs about $25, and is available many places, including Tiger Direct, Fry's Electronics, and others. Here is a link to one on the Fry's website. Shop around, you might even find it somewhere else cheaper:

http://shop4.frys.com/product/4236634?site=sr:SEARCH:MAIN_RSLT_PG

Once you install the card in an empty PCI slot, you install a new SATA hard drive, and cable it to it. It should work fine with your existing PATA drive(s).

Cheers

Controller FireWire VIA VT6306 Fire II IEEE1394 Host Controller

The first set of drivers contains the PCI drivers, USB drivers, AGP slot, as well as few others. That set will initialize the PCI controller to work. Your Firewire card won't work until that gets installed.

Once that is complete, you need to install the firewire drivers. That is what the second like is all about. Once that is installed, restart your computer and it should be working again. If the drivers aren't working from the second link, you may need to purchase a new Firewire card for your computer.

Usually when you install the 4 in 1 drivers, the computer will look at the existing hardware plugged into the the computer and try to install drivers off of that using plug and play. If it doesn't find them, it will look for the CD that came with your computer or hardware device.
