tablet screens ,phone screens and ipad screens are adjusted by placing the thumb and finger apart and sliding then together across the screen in a pinching motion. the reverse motion will enlarge
I don't know what broswer you are using? IE for example, in the top right corner of the page you see a "gear/cog" icon , open and adjust Zoom to your preference. From 100% to say 150%.That in IE9. Google Chrome is very similar. Google chrome download at: https://www.google.com/intl/en/chrome/browser/ If you don't have it.
OK at startup, press F8, and start the PC in SAFE mode... When at desktop start up "device manager", and remove the video card driver, and reboot.. hopefully this will "fix" your problem.
Also from SAFE mode you can choose standard VGA driver, and see if this works, if so, again it points to a driver issue.
Otherwise I think ya screen may be up for replacement.
You can fix this problem by changing the screen resolution.
Go into Control Panel - Display - Settings and change the screen resolution to something lower.
Try setting it to 1024X768.
