The battery runs out, I plugged the power cable for hours after that but my laptop Vostro 1510 is still black out

is battery already fully charged? Most of laptops disharge the battery while connected with AC adapter, they do not keep the charge at 100%.

Replace battery. Remove ALL media, DVD, CD, USB. Unplug the laptop, remove battery, plug in, reboot. Any change? What do you see on the screen?

Please check your power adapter weather it is good or it is having a fault in it.

Does it is just a Dell Vostro 1510 power/battery problem, or it maybe a virus matter.

on the bottom of the vostro 1510 there is a large panel that covers the hard drive, wifi card, and cmos battery connector. remove the cover unplug the red and black wire connector and remove the battery. also make sure the system is unplugged from power. i waited about 5 mins and pushed and held the power button for about a min. after that plug the main battery in and test to see if your password has been removed

All Dell laptops have a similar design flaw (in my opinion). The socket where the power cord plugs in to the laptop is probably loose. Use a toothpick or something to check it. Don't use anything metalic. If the socket moves easily then it has probably come loose from the motherboard. You may want to take the laptop to a computer repair shop to have the power socket soldered back to the motherboard. If you have the knowledge you can do this yourself but I don't suggest it. Laptops have a LOT of small parts. Hope this helps! Thanks!
