My tv is blank after I connect the 15 pin cable to S6240 laptop

you have to enable eigther Daul Display in display properties or Cloned display. Most laptops have a funtion key (Fn) on the keyboard and an F key (usually F4) that toggles this funtion. the F key will have a picture of a screen on it.

The function key is stuck on my Dell laptop

Just press the funtion key and the Numberlock key
FN + NmLk (Usually on the same key as delete)

You know how every button has a second funtion...well, i canèt figure out how to get the first function back (question mark..ect..) it keeps typing És...itès frustrating..it happens often,...

If this is a laptop keyboard, there is usually a "function lock" key or a numlock key. Press the "Fn" key and look for one that says "Num Lock" or an icon on one of the keys that looks like the number keypad from a full size keyboard. Or find a key that says "Fn Lock" or something of the sorts.
