Would you be willing to try this solution although it alone may not immediately solve your problem?
Once you attempt this and let me know what results you have, I can then move to the next most likely place to examine.
You see, the problem is that the "properties" values for a scroll wheel are set in several different areas of Windows. Therefore, it would potentially be necessary to do down the list of them one at a time until the problem is discovered. OK?
First then, go into Control Panel, in this area is Internet Options (this applies to Internet Explorer an not Firefox, Safari or Chrome), go to Advanced Properties for Internet Explorer and you should find a check box for smooth scrolling. Un check that box and then reboot Windows.
Let me know if the problem repeats itself in the same amount of time or not. Once I have that info I can take you to the next option to troubleshoot. Be aware that this may take quite a while. I've been through this with my Logitech Mouse and I came down to having to remove and reinsert the USB cable time and time again.
So let me know your results.

what is your serial number and model number (PID and M/N, found inside battery compartment). some mice had a recall, and there is a list which has been taken down, which i downlaoded onto my computer.

My guess is that the scroll-wheel is being pushed down, even when you don't think that you are touching it. It might be "locking" in the "down" position, thus causing it _not_ to work when you do try to scroll.
