You can't open a webcamera like folder. This kind of devices have no storage or content. You can use different applications like Skype, Messenger or other video capture software to get videostream or capture a picture from your webcamera. You have installed drivers for this device and that is why you can see your camera in Device Manager. Driver job is to control this device on I/O level.Check video options from Tools->Options in Skype and you will see if your camera is working properly.

However you could connect the camera video-out socket to a PC with graphics card with video capture function. Some cards with video capture work with skype (check this URL: http://forum.skype.com/index.php?showtopic=41101 ) At the moment this seems to be the only easy way to use TZ3 as webcam.
