Without more information I would assume you have a two way remote that came with the ac, the remote you replaced it with may very well not be, especially if it's universal.
A two way remote operates by sending a code (message) to what it is controlling and the device is exspected to respond usally with confirmation the action happened.
if you lost your remote control for the dish simple call the customer service and asked for a new remote control. there are no ways to program a regular remote to a dish receiver box.
