Make sure its an original Osram or Philips bulb inside the housing. If its a cheap lamp it will act this way. If it is an original lamp, then you may have a power supply issue. It shouldn't affect your TV but you may want to try resetting the lamp timer by following the instructions that came with the lamp.

While pressing the VOL- button on the projection display, hold down the number 0 button on the remote control at the same time for more than 5 seconds.
Sir the problem of your unit is the lamp try to replace it it is much better to use a gloves and wash your hand after replacing the lamp because this lamp contains mercury. follow this steps.
1. Unplug the unit to main ac outlet. Remove the bulb housing cover from the back of the TV. Using a screwdriver, carefully remove the cover to reveal the old bulb. Using a cloth, remove the bulb from the TV by first unplugging it from the wiring harness. Carefully rock the harness back and forth until it comes free from the bulb. Push in the bulb slightly and turn it a quarter-turn to remove it from the bulb housing. 2. Install the new bulb. Do not touch the new bulb with your fingers, as any grease or fingerprint from your hands will damage the tiny mirrors in the bulb. Instead, carefully handle the bulb using the cloth. Insert it into the bulb housing and secure the door. Test the unit. Plug in and turn on your Toshiba TV and make sure that the new bulb is installed properly and that the image looks crisp.
3. Reset the lamp time counter. Each Toshiba TV comes with a lamp hour meter stored in its software. If you do not reset the lamp timer, the unit may stop operating when it gets to a certain time (refer to your manual because each Toshiba TV is slightly different). To reset your Toshiba lamp timer, turn off the TV, wait 10 seconds, hold down the "on," "menu" and "input" buttons on the remote at the same time, and turn the power back on. A yellow light should appear in the bottom corner of the TV indicating that the lamp timer has been reset. Hope this help good day and best regards.
Press and hold the UP button on the projector for 5 seconds, this will display the Total Used Lamp Time. Press AUTO on the projector to reset the timer to 0. Wait for roughly 5 seconds for the On Screen Display to disappear.
Though you can reset timer in the info menu it is unwise to do so as the bulbs can explode if they go past there usage time and can cause damage to projector.
Have a look on ebay there are a lot of bulbs on there maybe you can find a cheap one.

Many projectors use a lamp hour timer for predicting bulb life so they can give you fair warning of impending failure. Since a bulb may be removed and reinstalled because it is still working or another used lamp installed, the timer is not automatically reset to zero when the lamp is replaced. I surmise your set is complaining because the timer was not reset or the time verified when you changed the bulb.
To fix the problem, buy or borrow a remote control; a universal remote control with a menu button may work. (If you borrow a universal remote from a friend, be sure to record the code for your friend's TV first so you can set it back before returning it.)
You could probably get back into the timer reset menu by removing the new lamp and reinstalling it. Caution: follow the directions on page 68 of the user's manual or the sheet that came with the bulb - let the set cool for an hour first, unplug, and wear gloves when handling the bulb since skin oil can cause discoloration and possibly an explosion when the bulb gets hot. You can download the user's manual from Panasonic's support page for this set.
If you can edit the timer hours instead of just resetting, you may want to set it for the number of hours the new bulb has been used.
It is likely that you can get into the lamp timer menu if the set is in service mode, but the user's manual doesn't tell how to get there (I don't have that info either - it's in the service manual, which may be available online from a third party for a price). Usually it is something like holding a volume or channel button on the front of the TV while turning it on with the remote control. After that you need the code to switch to the timer menu. If you have problems getting into the timer menu, ask your dealer's service department or try calling the Panasonic help line listed on the bottom of page 68: 1-888-VIEW PTV(843-9788).
I think it's a lamp driver issue from what I've seen others have gone through. I also read that if you go through the sequence of unplugging, plug back in, wait 20 seconds and try to turn on, multiple times, it will finally kick on and work. I just got mine to turn back on by doing this and waiting through the fan cycling without the light turning on. After the 4th sequence the light flickered. After the 7th sequence it finally turned on and is working. Now I can watch the Super Bowl and will look into replacing soon.
1. Switch the power on. 2. Hold the Reset Button down for three seconds until the lamp timer is displayed at the bottom of the viewing area. 3. Press the left arrow to select 0. Then wait for the lamp timer display to disappear.
So far I have entered the service menu (both menus together) then selected Lamp Replace (option 14) and then pres ok to reset. Version and Lamp (option 11) now reads Lamp life (Khr) = 8 and Lamp use (Hr) = 0.
