how do you know that it is lock, in my experience cursor can become defective in time and need to be replace. check in control panel> keyboard if there is an option for you there to unlock it. there are also built in controls in some laptop which makes part of keyboard disabled when external mouse/keyboard/touchpad is present try first to remove those
Try to get a USB keyboard from someone, if you plug that in and it works, then you know you can do that.
Next locate your driver discs or go to Dell's support website and enter you service tag number or express service code. This will allow you to locate the specific software for your machine, reload the keyboard drivers and see if that works.
If that does not work the keyboard may have come unplugged, or otherwise failed, you will need to either have it warranteed, if that applies, or take it in to a local PC shop where thay can reattach or replace the keyboard for a nominal fee. They will probably get the keyboard off EBay if it is available, so you can save them that step if you are so inclined.
