1) Can the IBM ThinkPad X40 series of Notebook PC connect to a wireless broadband router?
I would plug in a USB wireless adapter that is Wireless N.

2) Are the graphics OK for games that are not too demanding?

My recommendation is No, sir, or ma'am.
Hate to rain on a parade, but kids expect the laptop to perform gaming on top level, connect to the internet at lightning speed, and pour a soft drink at the same time.
(Kinda of what we adults expect)
She'll be bored with this laptop in a day.
