HI. I will address all issues that you have mentioned below:
1. Fuel indicator malfunction - This is a direct result of a failed fuel module assembly, that will be located within the actual fuel tank. The assembly is responsible for sending the correct fuel level to the actual indicator that is mounted behind the driver side dash board. The assembly my be corroded with fuel deposits or there may be some sort of ground issues, concerning the wiring. I would advise to have those areas checked before replacing the entire module.
2. Temperature Gauge - There are two areas of concern here. The actual temperature sensor may be damaged, thus, causing the actual temperature readings to not be transferred to the indicator in the dash, correctly. The temperature sensor(switch) should be replaced, in this case. Be sure to inspect all wiring to and from the sensor to verify proper functions before replacing the sensor. Another possible area of concern will be the actual IC in the dash. Have this checked by a certified ford tech for faults.
3 Power steering issues - Due to the fact that your PS pump fluid is sufficient and not a problem, this will isolate the actual pump as the main culprit. There may be obstructions within the pump lines, or the actual internal make up of the pump may have sustained catastrophic damage. If there are no leakages near the pump location and line connections, have the pump replaced, asap. The whining noise is a strong indication of pump internal damage.
You might have to get the fuel pump out of the tank and clean the patenchio meter which moves up and down, clean it with an eraser on the end of the pencil for best results.
As for the temp guage, check the temp sensor it might have grounded.
Strange whining could be from the loose belt check tensioner, power steering pump for pressure, sterring rack might be seasing/leaking internally.
