Check the main breaker, check the GFCI that the pump is plugged into. Make sure you have power to the outlet that the pump is plugged into.
if you have power to that point we need to find out how you are turning the pump on.
Can you take the pump out and plug it into another outlet to make sure the pump is good?

Where the filter is located

There are no filters on jetted bathtubs. There is a screen with dozens of holes located in the footwell of the tub. that is the suction cover. the water flows through that screen into the front of the pump and then out through each of the water jets.

Where can I find the directions on how to clean my new jetted royal bathtub?

Here is a place you can go, the link is to Kohler however it dont really matter what brand you may have. The link will take you to the cleaning of an Acrylic Jetted Tub and there is also a link once there how to flush out your jetted tub and how often it should be done. Please give a 4 THUMBS UP if this free answer was helpful in any way. Good Luck and have a nice day.

How do I remove jets to clean them? I have a

Some jets are removable for cleaning and some are not. Consult Kohler about the jet removal. Normally if a jet is removable it will turn to the left (looking at the jet straight on) and then will pop with a little more force. I suggest contacting Kohler before attempting to remove the jets.
