Hi steve16092...
You may have MAJOR damage to your motor because of overfilling the oil.
Sometimes you can bend or break a piston rod when the engine is overfilled.
Meanwhile you can check a few other things.
Take your plug out and ground it against the head of the engine with the spark wire attached to it.
You should get a bright blue spark, if not then check your ignition module, it may be faulty.
If you have spark, then try putting a little bit of lighter fluid/or gasoline in the cylinder and reinstall the plug and try to crank it...if it cranks, then you may need to clean/rebuild your carburetor.

16 -18 oz of oil is required. New engines have a low oil cutoff.

    Drain oil refill.

Why do the wheels lock up on my self propelled 22" recycling mower

Sounds like they need cleaning & oiling. Check that nothing is keeping it from moving. I have ran over string or cord before & got caught and wrapped around wheel.

I have a 22" self propelled toro recycler, never

did u turn it on its side? change the air filter. change the plug. turning it on its side could cause a fouling in the plug or air filter to fill up with oil and shoot out on the deck. Use Stabil in the gas in the off season.

Toro self propelled 22 inch recycler lawn mower start pull cord is "stuck"

Casey,

My son just bought a new Toro self propelled 22" recycler and has had problems on two different occasions. The mower just bogs down to a stop and when he tried to pull the starter cord, it was very VERY difficult to pull. At first I thought the engine had seized up for some reason (no oil?), but we found the problem.

First, disconnect the spark plug wire from the spark plug (to avoid the engine starting); tip the mower on its side and check very carefully the pulley and transmission belt. In his case, a piece of wood had gotten stuck between the belt and the pulley. Removing it fixed the problem (now he mows a little higher so as not to get so close to any debris). (We did have one further problem after that - the engine would not start - not even fire. After pulling and pulling, checking for gas, and checking that the air filter was cleean, we decided to check if the cylinder was flooded - we removed the spark plug, wiped and dried if off, and replaced it. It started right away.)

This belt 'n pulley arrangement isn't the best idea, if you ask me.

Good luck.
