Yes your motherboard supports AMD Phenom X4 9650 Quad. However you need to make sure your BIOS verson is greater than 1503. if not you need to upgrade your BIOS.

Caution: Update your BIOS if its absolutely necessary and at your own risk. Wrong move may spoil your motherboard.

if you did not used heat sink paste between the heat sink and the cpu unit, that, will be you problem initially
the paste is used to exclude any air and gaps between the cpu back and the heat sink and makes a perfect heat transfer medium
cpu units will hit critical temps within seconds if the heat is not being transfered correctly

Sounds like a procie problem.

Check your processor's heatsink, if it really sits flat on your processsor.

Try to replace with another processor, take note of your socket if that is for the board's requirement.
Put a new heatpste too.

Then tell us the effect.

Amd processor upgrade

The M3N78-em mobo doesn't support AM3 processors. It is an AM2 / AM2+ platform. A wonderful GPU for you would be this. http://www.newegg.com/Product/Product.aspx?Item=N82E16814102858
