If you purchased the Windows 7 someone might have stolen the license before you got it by random key generation or something similar and it should be returned immediately to the store for a valid license copy.
If that is not the case then........
It almost sounds like you have a hacked / cracked version of Windows 7 Ultimate, if so I would recommend buying a new copy or re-installing windows. Once that error occurs it can only be fixed by re-installing. and after you re-install watch out for a certain windows update (im not allowed to say which one)that will break the special fix and hide it in your updates so it does not re-occur until you can buy a *Licensed copy* of Windows.
