Ur tv have a dying power supply board, that the board where the power a/c cord plug into.U have all the tools and know basic electronic also can do basic soldering work?Yes,take the tv aparts and check the tv power supply board carefully looking for dying capacitors components parts. These dying many capacitors components parts are alway bulges up or puffing up onto it tops. These capacitors parts are slowing leaking and dying to causes the tv to have a unstable managements of power voltages to tv to powering up the tv,unstable power supply board source that why the tv LED power light indicator are flashing.Replaced all these dying and leakages capacitors components parts are bulging ups or puffing ups onto it tops.Replaced all these dying capacitors parts with the same Micro Fared and but it voltages higer like 5 or 10 voltages higher than the old capacitors parts u are replacing. These higher 5 or 10 voltages on the new capacitors parts will help it to with stand heat better than those old capacitors parts u are replacing.Or tries websites like Shopjimmy.com,Ebay.com to buy a whole refurbish tv power supply board for the replacement.

Pioneer plasma TV model PDP-4271HD. When I turn the power on it starts to come on and then shuts down the blue Power indicator light flashes.

Unless your a skilled electronic tech and have the test gear to trouble shoot the set don't waist your money trying to fix it. Plasma sets are about 10x more complex than a LCD set

As of the last 30 days or so the pioneer pdp 5070

I had the same thing happen...come to find out, the main board and power supply on these units seem to fail quite frequently...that's about a $1200 bill to repair!....mine's in the garage behind some shelfs...I purchased a new Samsung LCD after Pioneer wouldn't help, despite being only 2 months out of warranty...glad they're getting out of the plasma business so they can't "stiff" any more folks....

Powers off by itself

You need a firmware upgrade that has to be done by a tech onsite. I've done many of them. 12 Blue blinks is a TVGuide download trouble and doesn't hurt the set but a firmware update should solve it. If it occurs again after that you need the Main Assy replaced but make sure the firmware is updated on that also.
Problem will go away
Hope this helps

Can't turn on from Stanby mode

I would assume the power board has a problem. A tech could possibly repair it without replacing the whole board.

Plasma Display Starting Up

Could be heat build up in the Plasma display unit. Make sure it has the correct space around it for proper ventilation. Also count the number of blinks on the power indicator it is a code for the reason the unit shut down. On the Pioneer PDP-5060HD I have I was getting 12 blinks on the indicator which indicated a tuner issue. Check your instruction book for info on the over heating problem if it continues. You may have a fan out.
