my camera keeps saying restart camera. everytime i put it on it comes back off and says restart camera.
my screen is reading lens error what should i do

My camera is not completely turned of because the lens is still poked out. I changed the batteries because I thought they were dead, but when I changed them and tried to turn off the camera, it would make this noise as if it was trying to turn off but it didn't and only read lens error. Help.
