If your carburetor has sat for a few months with fuel in it, the fuel may have gone bad. Fuel turns to turpentine after a while and leaves light yellow deposits behind. These deposits will keep your carb. from working properly.You need to dip the carb. in carburetor dip for a few hours to get rid of the deposits. You can also take the carb. to your local parts store where they may do it for free.
You may also have to replace the gasket and needle valve too if it has been sitting. So basically, you need to do a carburetor rebuild.
If the float sounds like it has liquid in it, you will need to replace it too.

See if by chance there is water in the gas tank. If not, the coil may be the problem after it gets hot.

I have a 675 190cc push lawn mower. How do I( remove the plastic housing to tighten the rear wheels?

There are a few versions of the 675. Can you find the actual model number? It would be something like 37223. Then I can look up a parts diagram and be of more help. If they are wheel covers they just pop off with a small slotted screwdriver.

remove the top cover from the engine and see if there is a nest stopping the governor linkage from moving
