My OXO scale has a removable weighing platform. I removed it and wiped off the top of the scale base. When I put the platform back in place and turned the scale on, the display showed the normal numbers and icons. The F was gone.

OUR2 is probably OutZ or Out2, means you have to recalibrate your scale.
