In those KVH dome antennas there is a belt attached to the motor that makes the antenna rotate on the inside. When this is not moving then it really can only be a couple of things. Either the belt is broken or worn down which is not letting it rotate the antenna, or the motor that moves the gears in which the belt is attached has gone out.
