How to get a watch to work.

If your watch isn't working first try replacing the battery. Some watches like the Citizen EcoDrive are solar powered so leaving them in sunlight for two or three days will recharge it. Other watches like the 'perpetuals' and the 'automatic' styles need to be worn or placed in a specialist 'winder' to rewind the drive spring. If your are in any doubt take the watch to a Good watch specialist and they'll tell you which one yours is.

bought jr3090-58L in nov 05. won't charge. watch is dead. what do I do next. It has spent more time in the window than on my wrist.

It sounds like you have had trouble with this from day one, the problem is the solar cells are not charging the battery, or the rechargeable battery is defective. I recommend returning the watch if warranty is still in place.

E010 S95986 HSB power cell does not hold charge

Change the capacitor. This is the thing accumulating the energy. As the ordinary batteries, it may go bust, so, all you have to do is to replace it. There is no such a name as power cell in Citizen EcoDrive watches - there are CAPACITOR. Capacitor absorbs the energy from the light sensitive panel(s) and dispenses it in the ordinary battery manner. Advertisements are saying that you will never have to change the battery - that's right, because there are no batteries at all. Instead of battery there are CAPACITOR, but nobody says it will last forever. Rate me, plz.

watch stopped operating. does it need a battery?

If it is a quartz watch more than likely it just needs a battery. If it is a citizen eco-drive it may need sunlight as it is solar powered.

Citizen Eco Drive

A "non" fully charged watch will sometimes "jump" seconds rather than indicate one second intervals. Charging these small solar panel watches takes forever, in BRIGHT sun. Have you tried leaving it outside, in the sunlight, for at least 12 hours?
