I bought a new HP Spectre x360 Convertible 13-ac0XX in 2017 and have had this issue for most of the time I have used this machine. I am running Windows 10. I have spent hours with the help desk to no avail. The solution was simple in the end. Update the device drivers. One way to do that is given below.
The Solution:
1. Type in 'Device Manager' (without the quotes) in the Search Box next to the Windows icon (mine is at the bottom left corner of the screen).
Press Enter.
Result: A list of devices should display
2. Select a device and double click or double tap it to show the drivers for that device.
Result: A list of drivers for that device should display
3. Select a driver and right click it, then select 'Update Driver'
Not sure which driver was the problem but a few of them did update.
