I have the Peg-perego Battery
I would check the battery voltage with a multimeter if possible. Battery should read at least 6 volts. Most likely the battery is too old to take a charge if it’s been sitting unused since 2006. I’d replace the battery first and then go from there.
Not moving anymore
The batteries are low, when the music plays on a toy and the motors stop it usually means low batteries,

Does it have a coal car?
If so squeeze the sides of the coal car and the top pops off.
If it's the blue one with plastic tracks then you have to squeeze the 2 center wheels. The rest,I believe,have screws that make it easier to locate a possible battery compartment.

Have you tried keep pressing the right hand button down. When you press the button down and hold the press, then the sounds are finished, the trains starts driving. When you release the button the train stops at once.

There has to be some socket for changing your toy, if in case it has in-built battery.
It may take power while running in the track from the track itself.. Check for how it is designed.
If there exists an in-built battery for your device, then obviously it should be rechargeable only. In case of doubt, visit your nearest toy shop and ind similar model as yours, and study it.
