How can I activate feature 981
Press FEATURE (above the HOLD key on old sets or the Nortel Symbol on the new sets)Then press 981 on the dial pad.If states "Inactive when done then your voice mail system is down or the feature code was changed, either way if you do have voice mail then call your tech in to check the system right away.
T7208 mailbox locked
Call your office admin or local tech/vendor for assistance, they will get you a cheat sheet for voice mail admin.Or look for Norstar Setup and Operation Guide.
I need to open a ntl file
If you are talking about the button programming then look for Desktop Assistant 1.4 at www.avaya.com
No dial tone on line one
Call a tech in, no remote support for your issue.The carrier like Bell or AT&T handles dial tone going into the building, call them first.
Night service won't ring
Log into the mailbox and check the setting via ADMIN or 8 then press 8 again to set it up.Make sure your cell # is in there and see that its told to grab the right line, pool or route. If all seems ok but still an issue then you need to call your vendor in to look at system/lines.

Go here, http://support.nortel.com/go/main.jsp?cscat=SWDETAIL&SoftwareOID=147467, and download the Desktop Assistant. It will allow you to create custom labels for that particular phone and a few others in the 7000 series.
