You posted under Maestro fan-light dimer, but don't say what type of wall device this is.
It sounds like electronic switch.

1) Surge might have burned out device electronics.
Turn off circuit breaker and see if device resets itself.

Lustro Maestro MA-LFQHW-WH Fan/Light Dimmer

something is messed up for sure... two solutions.... disconnect outlet and cap wires.. or open up both boxes and see where / how they they wired the outlet into the fan/ light control and disconnect it there and then pick up power for the outlet from the black /white wires BEFORE the dimmer control

I went to replace the Lutron Skylark dimmer with

The 2 wires that are tied to each other is most likey your hot lead from the panel , the other goes to the light.Tie 1 blk dimmer wire to the 2 wires together and the other blk dimmer wire to the single in the back.Also Maestro dimmers have a small kill switch check to see that it is not off.If you work with hot leads remember don't cross your heart ( wires in both hands current passes through the body)

Controller (s) not working

Someone used the pull chain on both units. Whenever you install a remote or wall-mounted dimmer, it's always best to cut the chains short (after setting the fan to high) to prevent someone who doesn't know any better from using them.

My led lights start to strobe when I turn on exterior light that is fed from the same line circuit. Solution?

There are two things coming into play here; the lamps and the dimmer(s). First; LED and CFL type lamps that are to be used on a dimmer switch - must be identified for that use. Looks for the word dimmable on the packaging or bulb itself. These lamps are generally a little more expensive than their non-dimmable counterparts. If it does not indicate it is dimmable, then it isn't - and should not be installed on a circuit controlled by a dimmer switch. Second; a dimmer switch that will be used to control LED and CFL bulbs (that are identified for use with a dimmer) must also be identified for use with dimmable LED and CFL bulbs. Again, these dimmer switches will be identified for this use and will cost more than those that work with standard filament type bulbs. Lutron has dimmers for your circuit called a "C•L™ Dimmer" and supports Incandescent / Halogen, Dimmable Compact Fluorescent (CFL) and Dimmable Light Emitting Diodes (LED) type lamps. have a look here: Lutron Maestro Dimmer and Switch Models Also, be wary of the total load (wattage) of the lamps being controlled. If you have multiple dimmers in the same box, derating of the switch's wattage capacity (due to increased heat) will be required.

Lutron Maestro Multo Location Dimmers... I have

We always need more information but here is some general info.. Use it if it fits. 3 screws on a 3 way switch. Gold color is for power line. Silver color is for light fixture and black screws are tied together between the switches. (called the traveler) Hope this helps.

I have installed the Maestro

Maestro dimmers are not recommended with any CFL for pretty much the reasons you are experiencing. The electronics within the CFLs are probably not letting the power circuitry in the Maestro charge-up - and because of that, it comes as no surprise that adding an incandescent lamp solves the problem. The company makes products that are compatible in their Ariadnia/Toggler & Diva product families, but not Maestro - you just need to make sure the dimmer itself identifies itself as compatible with CFLs.

Lutron maestro IR remote control wireless dimmer won't work

If you have followed the programming instructions, the only thing that might be wrong would be the power wire and switch leg wire may be installed on the wrong screws on the back of the device. Be sure that the wire bringing power "INTO" the box is connected to the "Black" screw on the dimmer and the wire going "OUT" to the light fixture is on the "Gold" or "Brass" colored. If these are backwards the dimmer will probably work, but the IR would not. If you are positive it's wired correctly and the IR remote still won't sync up, call the 800 number at the end of the attached video for Lutron Technical Support. Good Luck!
