Is it worth replacing the motor on an 11 year old Quiet Storm 9069 vacuum?

I wouldnt. Everything else is still 11 years old.

I have a 9068G and when I plug into the electrical

There is no reset button or fuse, yo have a clog / reduced air flow, causing the motor to over heat and turn off. First change the bag, then remove the wands and carpet tool from the vacuum. See if the machine turns on. If not the main motor will need to be replaced. If it turns on and you have suction, check the wands or carpet tool for a clog.

I have a torn hose on my Samsung Quiet Storm

The early hose on these was prone to tearing. If you are careful you can shorten it once. Beyond that it will become too short to use on the vac properly. This hose was copied from the original Black and Decker hose and power head kit and was likely upgraded by a flex vinyl molded hose which should be more resistant to tearing.
Some vac shops carry hose "refills" and a Samsung dealer may have one in stock even if the hose was discontinued. The vac is good quality in its general design and worth fixing although the original diameter of this hose may be tough to match

How do I remove cover to get to on off switch?

The on/off switch is soldered to the circuit board which is covered by 3 plastic pieces that form "wings"..... the cord retract button and the on/off button. First remove the screw nearest to the Slider at the "MAX"position. There are 3 hooks formed on the plastic that fit into their respective detents, one under the "MAX", another under the "OFF" and the last under the "REWIND". Pull up on the On/Off wing at the point opposite the On/Off lettering. That should release the first hook. Then grab both wings on the side lateral to their respective lettering (and make a wish!) er, uh no, just pull straight up with enough sudden force to break it free. Worked for me without damaging anything. Hope that helps. I wonder what the shop manual says?I didn't try to replace the switch..... just bought a new C/B for $20. Sold at oregon city vacuum or apwagner.

Samsung VAC-0073R canister - which

There is no maintenance with this models - they use plastic wheels, belts and bushings. In your case a bushing has failed and the motor or the brush are now vibrating loose. That is terminal: it can't be fixed or replaced since there are no new spare parts for them.
Sorry, time for a new one.
